Mr. Hosono, Minister for Nuclear Disaster, mentioned the possibility of lifting and downsizing of Emergency Evacuation Preparation Area and No Entry Area.
But Mayor Sakurai should never accept it before satisfying these conditions in order to protect citizen's health, life and relief.
1. Detailed survey of soil Government reported IAEA that the Nuclear Plant emitted 31 kinds of radioactive materials to air.
Of those materials, Plutonium which emits alpha ray, Strontium which emits beta ray, and other extremely poisonous materials exist. But Government has never surveyed where they landed.
Ask Government and Prefecture strongly to examine the soil of Minamisoma for the existence of those 31 kinds of materials. And also ask independent research laboratory directly to check them too.
2. Review zoning Use soil contamination level rather than atmospheric radiation level as internal radiation is more dangerous.
At Chernobyl disaster, residents were granted rights of evacuation by Ukraine government when radioactivity is more than about 1 mm Sv per year. And they measured not only Cesium-137 but also Strontium-90 and Plutonium in soil.Do not set Selective Evacuation Recommendation Spot based on each home. Instead, set it based on whole community
Request Government to do what Ukraine government has done. Request Government to guarantee compensation for evacuation, transportation, cost of living, and guarantee resident's health during evacuation (safe water and food supply, health check etc.) as much as they can.
3. Make effective evacuation plan We have been living in Emergency Evacuation Preparation Area for 4 months without evacuation plan. Then City published an evacuation plan recently. But its contents are not effective, just for the sake of excuse and it is as if it will not be used because area setting itself will be lifted soon.
The plan will not function well when we use it and many residents do not know it as City has never make them to know. So if emergency evacuation is necessary, huge turmoil will occur.
City must open seminar for evacuation. And communicate with residents more effectively, then do evacuation drill for example.
4. Declaration of safety Mayor must declare of safety to residents with Mayor's responsibility when above 3 conditions are satisfied.
Mayor must not talk about restoration or returning home before assuring health and life of citizens. HEALTH AND LIFE FIRST.

in Japan are already treating patients suffering health effects they attribute
to radiation from the ongoing nuclear disaster.
"We have begun to see
increased nosebleeds, stubborn cases of diarrhoea, and flu-like symptoms in
children," Dr Yuko Yanagisawa, a physician at Funabashi Futawa Hospital in Chiba
Prefecture, told Al Jazeera.
She attributes the symptoms to radiation
exposure, and added: "We are encountering new situations we cannot explain with
the body of knowledge we have relied upon up until now."
"The situation
at the Daiichi Nuclear facility in Fukushima has not yet been fully stabilised,
and we can't yet see an end in sight," Yanagisawa said. "Because the nuclear
material has not yet been encapsulated, radiation continues to stream into the
environment."

shown that some elements--zinc, manganese, cobalt--being appled to the
soil at seeding or spraying plants with aqueous solutions and also in complex
compounds are capable of reducing significantly the 90Sr and 137Cs transit to
agricultural plants, and with forage--into the animals bodies. We have
also shown that trace elements reduce the effects of radiation injury.
The mechanisms of the radioprotective action of trace elements are also
discussed in the paper.
Kei Sugaoka the GE/Tepco Whistleblower (Subtitles provided)
On June, 2002 one man forced the shutdown of 17 reactors in Fukushima and Niigata in Japan. The reason was a reactor damage cover-up that was denounced by nuclear engineer Kei Sugaoka. Sugaoka a Japanese-American, back then a GE engineer who was in charge of the inspection and repairs of nuclear reactors became aware of several structural damages in a Fukushima reactor. However, he was told by TEPCO and GE to cover-up the damage and erase all the evidence about it. In response he submits a report of the irregularities to the Ministry of Trade and Industry in Japan which after further investigation unveil a total of 29 cover-up cases. This whistleblow scandal in the industry forces the temporary shutdown of 2 nuclear plants in Fukushima and Niigata and a complete restructuring in the nuclear industry in Japan. The video are the clips of two japanese TV shows aired in summer of 2003 that document the cover-up incident.
...Kei Sugaoka a nuclear engineer who worked in the Nuclear Energy Division in General Electric. His job was the repair and inspection of GE’s nuclear reactors which where installed and commissioned in nuclear plants worldwide. One of the plants he inspectioned was the one in Fukushima, Daiichi Genpatsu, which Sugaoka regularly visited for inspections for a period of over 20 years

But in August 1989 things changed for Sugaoka, during an inspection of one of the reactors in Fukushima
~ Fukushima he noticed a structural misplacement in one of the reactors and severe damaging in one of the steam dryers. For his surprise when reporting the anomalies to the people in Tepco he is told by them to cover up the damage and erase all the evidence he recorded, including forging video footage. He even reports Tepco’s irregular demands to his superior at GE, but they turn a deaf ear and order him to do as the Japanese requested him to do
In total disagreement with the unethical response from his employers, both Tepco and GE he decides to submit a detailed report in June 2000 denouncing of the irregularities to the Ministry of Trade and Industry 通産省. The Ministry after reviewing the claims decides to further investigate his denounce which unveils a total of 29 cover-up cases of accidents, damages and irregularities in various nuclear power plants across Japan.

日本では、事故後、鼻血などの症状に対して、多くの医師や研究者が、放射線とは関係ないと因果関係を否定してきた。しかし、2009年にニューヨーク科学アカデミーから発表された報告書『チェルノブイリ――大惨事が人びとと環境におよぼした影響』(Chernobyl: Consequences of the Catastrophe for People and the Environment)の執筆者の一人であるロシアの科学者アレクセイ・ヤブロコフ博士は「鼻血とリンパ腺の腫れは相当程度の被ばくをした兆候である」と警告する。

In the case of 311 earthquake, the most of waves were less than 1 second cycle. The destruction of buildings require 1-2 second cycle.
